RICHMOND – A tie means a runoff election will take place for the Richmond City Council’s 1st Ward seat, Ray County Clerk Glenda Powell said Wednesday. The candidates are Clay Mueller, Jim Hardison, Christopher Toego, Tom Williams and Robert Duncan.
