JEFFERSON CITY – The temporary change in Missouri’s absentee voting law that Gov. Mike Parson signed won approval in the General Assembly due to CODID-19 concerns. Senate bill 631 includes a provision giving voters – who have contracted or are at-risk of contracting COVID-19 – the option to cast an absentee ballot without notarization. A mail-in absentee ballot is an option only for voters who specifically request one. Voters who do not have the disease, and who are not at risk, cannot submit an absentee ballot without a notarized statement under penalty of perjury. All ballots must be received in an envelope postmarked by the U.S. Postal Service by 7 p.m. on election day. Both COVID-19-related absentee provisions expire Dec. 31.
