Richmond city leaders approved special elections for two council seats after an unusual series of tied write-in votes during the April municipal election left both Ward I and Ward IV without clear winners. The special elections, approved during a recent Richmond City Council meeting, will coincide with the Aug. 4 primary election and determine the Ward I oneyear term and Ward IV two-year term seats. City Attorney Chris Williams explained the unusual situation developed after seven Ward I write-in candidates each received one vote during the April 7 municipal election, while two Ward IV write-in candidates also tied with one vote each.
