State finds issues in collector’s office, but overall ‘good’
JEFFERSON CITY – A state audit found problems – an unpaid invoice for tens of thousands of dollars, missing contracts and possibly unnecessary spending – but gave an overall “good” rating to Clay County Collector Lydia McEvoy’s office.
The report is the fourth released by State Auditor Nicole Galloway as part of an ongoing county audit the public requested. Audits of the county clerk, recorder and public administrator led to the same rating.
Most offices are cooperating, but not the Clay County Commission. Commissioners Gene Owen and Luann Ridgeway filed two lawsuits to prevent the audit.
A court ruling dismissed the first lawsuit and confirmed the auditor’s legal authority. After a second suit filed by commissioners, the Clay County Circuit Court in October affirmed the auditor’s authority to access routine records and information associated with the audit. The commission has appealed both rulings.
