Mayor appoints Hall as new municipal judge

Attorney James R. Hall with the law firm Barton, Hall & Schnieders P.C. of Oak Grove has been named Richmond’s new municipal court judge.

Hall was appointed by Mayor Mike Wright and approved unanimously by council vote June 14 at City Hall.

Hall founded the firm Barton, Hall & Schnieders P.C. along with L. Clay Barton in June 1991. He has practiced law since 1984, handling all types of traffic, DWI, misdemeanor and felony cases. He also is a civil trial lawyer, focusing on personal injury cases, according to his biography on the law firm’s website.

The judge handles cases in virtually every jurisdiction in Western Missouri, currently serving as the city prosecutor for Concordia, Lone Jack, Mayview, Napoleon and Corder. In addition, he is the municipal judge in Warrensburg, Higginsville, Knob Noster, Lamonte and Lexington, along with Richmond.

Hall received his bachelor’s degree in 1975 from Central Missouri State University (now UCM) and his juris doctorate in December 1983 from the University of Missouri-Kansas City. He was admitted to the Missouri Bar in 1984.

“I want to thank the mayor and the council for this opportunity. Hopefully, I have the experience, temperament and the knowledge to do a good job for everyone,” Hall said. “I welcome all of you to come and watch and visit to see how court is run. I look forward to this opportunity to work with the city of Richmond.”

Municipal Court sessions are held on the second Thursday of every month in the municipal courtroom at City Hall. Court times are 5 p.m. for traffic matters and probation revocations, and 6 p.m. for ordinance violations.

Hall replaces Steven B. Salmon.
