Richmond school leaders are preparing for sweeping policy changes driven by new state laws, updating rules on student cell phone use, homeschooling, virtual courses and extracurricular eligibility while also tending to district facilities and renewing agreements with community partners.

Shannon Morris didn’t set out to become Ray County’s public administrator, but after years of supporting individuals with disabilities, she found herself drawn to the position’s purpose. “The previous administrator was retiring and I was a support coordinator at the time,” said Morris.
