Richmond City Council and administration made no bones about the urgent need to take care of the community’s water infrastructure when asking voters to renew a tax to make improvements. The overwhelming majority of voters believed what city officials said about the need to renew the tax. Richmond voters approved the renewal plan April 5 by a vote of 261 to 96, or 73.11% to 26.89%. But the tax did not get 100% of the vote. Some people will never vote for a tax, even one that in Richmond’s case simply renewed an existing tax.
