Highway bill deserves passage

The Mssouri General Assembly should pass a 12.5-cent increase in the motor fuel tax, without the opt-out plan, and Gov. Mike Parson should sign the bill into law. True, the tax is regressive. That means the poor pay the same amount as the rich, who can afford the increase easily. The situation truly is not fair, but neither is everyone having to pay the same for groceries and other everyday expenses. Sadly, “unfair” is a reality of life that, like potholes, cannot be wished away. Also part of life is that prices for everything continue to increase. In the case of roads, costs go up for labor, equipment, asphalt and so on, but highway tax income has not kept pace. The reason is not that the Missouri Department of Transportation wastes money, as happened long ago. The reason is that MoDOT’s major income source, the motor fuel tax, is no longer adequate. What makes the present 12.5-cent state tax on a gallon of gas inadequate is cars gained something everyone wanted – fuel efficiency…
