Terry E. Milligan, 76, of Richmond passed away Monday, Aug. 18, 2025, at his home. Terry was born April 9, 1949, in Excelsior Springs, the son of Ralph and Lorene (Bayne) Milligan. He was united in marriage to Delores Zuraff in 1980. She survives of the home. Additional survivors include his three sons, Scotty Milligan of Richmond, Mark Milligan of Richmond and Terry Allen of Arkansas; brother, Gary Milligan of Liberty; and granddaughter, Lily Baylis.

He was preceded in death by his parents; brother, Larry Milligan; and sister, Kathline Munkirs.

Terry was educated in the community where he was born and raised, building deep roots in the place he called home.

Known for his outgoing personality and warm heart, Terry had a special way of connecting with people wherever he went. He was a devoted father who cherished his children and held his family close to his heart.

A true enthusiast when it came to cars, he found joy in working under the hood and sharing that passion with those around him. Whether spending time with loved ones or enjoying a quiet moment with friends, Terry’s presence was always a source of laughter, loyalty and love.

Graveside services will be held at 2 p.m. Tuesday, Aug. 26, at the Missouri Veterans Cemetery in Higginsville. Thurman Funeral Home in Richmond is in charge of the arrangements.
