RICHMOND – Ray County has $2.7 million in Coronavirus Aid, Relief and Economic Security Act funds to distribute, Treasurer Melissa Holloway said. Lawson City Administrator Matt Nolker questioned whether the county acted legally and transparently when planning how to distribute that CARES Act money. “They’ve screwed up,” Nolker said, backing the allegation with records-based examples: • Commissioners failed to show transparency by inviting cities to participate in deciding how to dole out funds; • Commissioners failed legally to provide agendas for discussing and creating the CARES Act funding policy; and • Commissioners failed legally to pass a “policy for distribution” document. Nolker said he asked to be involved on Lawson’s behalf in creating the county’s funding distribution plan.
