A vehicle stop by Ray County Sheriff Deputy Cody Kay resulted in unlawful possession of drug paraphernalia charges in late February. After a 24-hour hold, the Kansas City man and a Carrollton woman were both released due to charges not being filed within the necessary time frame. Scott Childers – who is now on administrative leave from the top-ranking position at Ray County Sheriff’s Office — expressed his frustrations before he was relieved of his duties, from lack of timeliness on behalf of the Ray County Prosecutor’s Office. “If you look at the justice system – there is Lady Justice. A woman statue holding the scales to represent the guilty and the innocent, the court’s decisions.
