RICHMOND – Eyes widened with disbelief after some statements. Deep-furrowed frowns followed others. Ray County officials reacted with expressions of astonishment to remarks by “experts” on a conference call from the Missouri State Treasurer’s Office and the U.S. Treasury Department.
