Amid confusion of Ray County Commission’s vague minutes regarding Ray Rocks Offroad Resort’s (RROR) conditional use permits regarding trails, campgrounds and racing. The commissioners rescinded and amended motions due to inconsistencies with county ordinances, specifically racing within the trails. Ray County Commissioners Dave Powell, Billy Gaines and Gary Wilhite asked Ray County Prosecuting Attorney Camille Johnston to review past minutes for clarification. Gaines and Powell approved three separate motions. The first motion was to rescind the approval by the commissioners on Sep. 20, 2023, to accept four conditional use permits, which was requested by Ray County Planning and Zoning (RCPZ) board on Sep. 11, 2023.
