RICHMOND – A lawyer may guide the Ray County Commission through a complicated process fraught with unreliable information about how to use federal reimbursement money provided to address COVID-19. The county received $2.6 million to reimburse virus-related expenses sustained by government jurisdiction within the county. Before disbursing the money to cities and other jurisdictions, commissioners want receipts for actual expenses. “If they just request reimbursements, there’s no problem,” Commissioner Jerry Bishop said. “But there are a lot of things that are a problem.” These “things” include exactly what Washington considers an acceptable expense. A conference call last week between federal and Missouri government officials on one end, and county commissions around the state on the other end, did little to allay concerns in Ray County.
