LIBERTY – Kansas City Planning and Zoning officials stopped work on the Clay County Commission’s $20 million annex. Kansas City officials did not weigh in on the merit of a new annex. They stopped work to clear the site only because county officials behind the building plan did not make sure the contractor had a permit to clear the seven-acre site. Commissioners Gene Owen and Luann Ridgeway back the plan. Presiding Commissioner Jerry Nolte said he wants all annex work halted. He wants the incoming commission majority to decide whether and how to move forward with construction. Voters will select the two new commissioners Nov. 3; Owen and Ridgeway do not seek reelection.
