Richmond Police officers were dispatched to a local residence after a caller reported a female was hiding from an armed subject. However, the woman who was hiding ended up in handcuffs for a crime committed in August 2023. Because dispatch had informed Richmond Police Department officers a firearm was involved, Officer Derek Gardner approached the 302 N. College Street residence with his firearm drawn. The subject was handcuffed and searched with nothing of evidentiary value found. The subject advised that Jessica Rae Arrington, 42, of Independence was in a bathroom refusing to leave his apartment. “A bystander further advised he and Arrington were involved in a domestic dispute,” the report states. “I asked if any encounter with Arrington was physical, and (he) stated ‘no.’” Officers were informed Arrington had a pending shoplifting case from August 2023 with the Richmond Walmart. After reaching out to an asset protection employee, it was determined charges would be pursued. …
