Ray County commissioners spent much of their most recent meeting sorting through conflicting funding figures for multiple American Rescue Plan Act (ARPA) water projects, ultimately tabling an invoice for Public Water Supply District #1 after discovering discrepancies between the contractor’s paperwork and the county’s own records. The decision slowed progress on a project that has been underway for months, but left officials confident the review was necessary to protect taxpayer dollars. Commissioners reviewed an invoice labeled as Contractor’s Invoice No. 2 for Water District #1 and immediately noted the “original contract amount” listed in the document did not match the figures the county had budgeted when the project began. The inconsistency raised concerns about whether the requested change order of more than $41,000 was accurate and whether approving the paperwork as written could exceed the remaining ARPA allocation.
