Cemetery neglect stirs frustration, prompts county review

A long-simmering issue over the condition and ownership of a historic Ray County cemetery resurfaced last week, as commissioners questioned whether a private handoff of responsibility years ago has left the site in unacceptable disrepair.
Commissioners spoke at length about the deteriorating rock wall and overall state of the Richmond and Shotwell cemeteries, sparked by recent Memorial Day visits and growing concerns about public perception and legal responsibility.
“A previous commission turned the cemetery over to Megan Pendleton,” said Eastern Commissioner Max Hockemeier. “She is working with volunteers and having fundraisers and at this point, that’s all I really know.”
Public speakers expressed frustration over the lack of clarity surrounding the cemetery’s legal status and the decision to transfer maintenance to a private individual. The decision, believed to have been formalized through a quitclaim deed, has complicated the county’s ability to step in.
