Venezuelan duo arrested for alleged ATM skimming theft

The Richmond Police Department has arrested a Venezuelan duo in regards to an active and on-going investigation involving an Automated Teller Machine (ATM) skimming theft ring. Assisting the department were Metro Area law enforcement, Mid-States Organized Crime Information Center, Missouri Information Analysis Center and the Kirkwood Police Department, On Nov. 15, Venezuelan Nationals Darwin G. Moreno-Conde, 24, and Yorbin Y. Allen-Hernandez, 44, were arrested in Kirkwood, Mo., after a large area search spanning from the Kansas City Metro area to the St. Louis Metro area for the duo. Both were subsequently booked into the Ray County Jail on a 24hour investigative hold. On Nov. 13, the Richmond Police Department investigated an incident in which a skimming device had been placed on a local ATM, resulting in a large number of accounts being compromised.
