The eighth annual David Whitmer Community Service Award was presented to Rob Swafford during a presentation at Richmond City Hall honoring Swafford for exceptional community service and integrity. A graduate of Richmond High School and Missouri State University, Swafford and his wife, Courtney, are proud parents of two children, Calvin and Claire. “Mr. Swafford continues to serve the citizens of Richmond, Ray County, and the state of Missouri through multiple efforts for the betterment of all,” said previous award winner Jimmy Carter. Swafford has been active in Richmond Rotary Club, Richmond Area Chamber of Commerce and Ferris Theater.
