KC man pleads not guilty to Ray County crimes

A Kansas City man has entered a notguilty plea for charges which allegedly occurred in Ray County. Dusenge Mukiza, 31, is facing one felony and two misdemeanor charges, including felony forgery, expired registration, and first offense operating a motor vehicle on the highway without a valid license. He recently appeared before Eighth Judicial Circuit Court Judge Lori J. Baskins where he entered a plea of not guilty and was ordered to appear for a bond hearing at 8:30 a.m. Oct. 15. Mukiza is currently being held without bond in Ray County Jail. On Oct. 2, Richmond Police Department Patrol Officer Kelsey Painter responded to the area of 400 East South Street following the report of a suspicious person. “Ray County Dispatch advised that a red Ford with no license plates had parked in the parking lot of the apartments,” according to the probable cause statement written by Painter. “It should be noted that the apartments at 400 East South Street are for mentally disabled individuals…
