Charles Rugg

Charles Phillip “Bubbie” Rugg, 78, of Richmond passed away Saturday, June 29, 2024, at NorthCare Hospice House in North Kansas City. Bubbie was born Sept. 29, 1945, in Richmond, the son of Clair Phillip and Iva Loraine (Frazier) Rugg. He was united in marriage to Jennifer Shroyer of Lexington on July 8, 1966. She survives of the home.

In addition to his wife, Bubbie is survived by his son, David (Beth) Rugg of Richmond; daughter, Chris Ann Charlson (David Fiacco) of Liberty; five grandchildren, Tyler, Morgan, MaryAnn, Lizabeth and Logan; and halfsister, Diana Kuehling of Oak Grove.

He was preceded in death by his parents and sister, Sondra Gauthier.

Bubbie was raised and educated in the area of his birth, graduating from Richmond High School. He dedicated more than 46 years to the Missouri Department of Transportation (MoDOT) as a construction inspector.

Bubbie was a loving husband, father and grandfather. He spent his leisure time staying busy and working outside. Bubbie took pride in working for MODOT. He loved his family and doing things with his family.

Bubbie will be dearly missed by his family and friends. The family suggests memorial contributions be made to donor’s choice. They can be left at or mailed to Thurman Funeral Home; 507 E. Main St.-P.O. Box 190; Richmond, MO 64085.

Visitation will be held 1-2 p.m. Monday, July 8, at Thurman Funeral Home in Richmond. Graveside services will follow at 2:30 in Richmond Memory Gardens.
