Early childhood center stalled, principal cites soaring costs

Construction of the future Dear Elementary Early Childhood Center (ECC) is on hold while school officials adjust their plans in the wake of significant cost increases. Dear Elementary Principal Dr. Marlaine Boyd said The Richmond R-XVI School District released McGown Gordon from the project the day before school began. “The bids came back significantly higher than expected,” Boyd said. “Along with Hollis and Miller, our architect, we have decided we will be switching to a General Contractor (hard bid) rather than a Construction Manager at Risk, which is what our original plan was. “We are working alongside the city of Richmond as well as MoDOT for necessary permits so we may move forward,” she added. “At this time we do not have a breaking ground date.” “Although there has been a setback, it is minor in the grand plan,” Boyd said. “Really, just a few months difference in opening is what we are hoping for. “This center is in preparation for the growth and future of the Richmond…
