Invoices for boarding inmates outside Ray County raised more questions than answers, prompting commissioners to call staff for clarification during their latest session. The records included charges from Harrison County, but commissioners noted the dates and totals did not align. “We don’t really understand some of the dates from and to,” said Presiding Commissioner Shelia Tracy. “First of all, we were not aware that we had that many prisoners we were housing. We knew we had some of the really bad guys somewhere. But I think we have 13 or 14 on that list and we weren’t aware that we were paying for lodging. Officials pointed to specific bills that did not make sense. One invoice showed an inmate was housed for a total of three days, yet the county was billed for 28. Another record showed a prisoner who entered on July 25 and was released on July 28, but the invoice reflected nearly a full month.
