City council accepts lowest bid for water system improvements

Richmond City Council received an update about water system improvements from Olsson Project Manager Brooke Hudlemeyer. Hudlemeyer presented bids from early October, recommending that a Notice of Award be given to the apparent low bidder, David E. Ross Construction, for the Water Treatment Plant Improvements in the contract amount of $1,255,800.

“Here in this room, we publicly opened bids for the treatment plant. We received three bids that day. From David E. Ross Construction Co., Walters-Morgan Construction, Inc., and Mega KC Corporation,” said Hudlemeyer.

David E. Ross Construction Co.’s bid price was $1,255,800; while Walters- Morgan Construction, Inc. was $1,501,000 and Mega KC Corporation was $1,315,300, according to Hudlemeyer’s Letter of Recommendation Award.

“We allocated an engineer’s estimate of $1,418,800 (45-00-00-9020) in the FY24 budget for the construction of this project,” said Richmond City Administrator Tonya Willim.
