RICHMOND – COVID-19 has caused a fright that has changed city plans for Halloween night.

But there is no need to be scared – tick-or-treat plans have not changed dramatically, city Development Director Alicia Shaw said.

The city is not stepping in to direct the public on how to behave during the coming holiday.

“We are not canceling trick-or-treating,” she said.

The non-decision will let the public decide whether to allow children to go door to door to collect candy on Halloween night.

However, the annual Trick-or-Treat Street at the City Hall Complex – where children go from place to place inside the facility to collect candy from civic groups – will be held, but not as usual.

“It’s a drive-through on the City Hall parking lot,” Shaw said.

The event will take place from 1 to 3 p.m. Saturday, Oct. 31.
