RICHMOND – A new 911 building? A new justice center? Each side agreed the other needs a new facility. They disagreed on whether the Ray County Commission has any control over the 911 Board’s sales tax income. The board is budgeting to use some of the income to construct a 911 building. Sheriff Scott Childers first floated the idea April 30 that commissioners should let the public vote on whether to give his office 40% of the roughly $2 million in annual sales tax revenue the 911 Board receives. He wants the money to build a justice center or at least a jail Following up on the idea at the May 3 commission meeting, 911 Board member Matt Nolker said commissioners lack legal standing to put the tax-split idea on the ballot. The board answers to the public, not commissioners, he said. “They don’t have jurisdiction over the 911 Board,” Nolker said.
