Richmond man denied bond reduction

A Richmond man facing felony and misdemeanor charges was denied bond reduction following an arrest for allegedly violating a protection order and threatening children. Justin M. Powell, 26, recently entered a not-guilty plea to one felony and five misdemeanor charges, including felony first-degree harassment, two counts of violating an order of protection, fourth-degree assault involving special victims, resisting arrest and stealing. Following the plea, Powell requested a reduction of his $15,000 bond. Eighth Judicial Circuit Court Judge Lori J. Baskins denied any modification and ordered Powell to appear at 8:30 a.m. on April 22 for a preliminary hearing. As of press time, Powell is still in custody at Ray County Jail. On April 8, Richmond Police Department Chief Scott Bagley, Patrol Officer Kelsey Painter, and Ray County Sheriff’s Deputies Brian Lackey and Samantha Ayers responded to an area in Richmond on a report of an ex parte violation.
