Republican Billy Gaines and Democrat Shirley O’Dell seek to fill the Ray County presiding commissioner’s seat in this November’s general election. November’s winner will succeed Bob King, who has announced his retirement. The Richmond News gathered some information on both candidates and asked a few questions: BACKGROUND Gaines, 47, lives in Richmond. He has a bachelor of science degree in criminal justice and an A.A. in business administration. He retired from the U.S. Army after 22 years of service. He works for the Special Needs Service of Ray County. O’Dell, 65, lives in Richmond. She graduated from Richmond High School. Before being elected as the Ray County recorder in 2002, she was the plant manager of Engine Masters in Kansas City, where she supervised people and was responsible for payroll and the financial operations.
