RICHMOND – Fishing River crept into yards on the north side of Richmond, causing pumping to keep water out of the Hogan residence, 1413 Brookwood. At the scene, Richmond Public Works Director Dale Shipp said rain came fast, leading the already-swollen river to rise. “We got about 3-plus inches of rain in about four hours,” Shipp said. Flooding in the neighborhood is not common, he said. “It doesn’t flood here all the time,” he said. Behind Shipp, a couple of neighborhood girls – Ryley Galariada, 7; and Taylin Kreie, 8 – walked barefoot and ankle deep into the water in the Hogans’ yard and the street. “It’s cold,” Kreie said. The river caused a few problems, filled some ditches, but did not cause issues of communitywide significance, Shipp said. At Orrick, along the Missouri River in southern Ray County, the downpour caused flooding in low-lying areas. It doesn’t flood here all the time. ‘ DALE SHIPP public works
