Last week’s Richmond city council members unanimously adopted an ordinance amending certain sections of the municipal code regarding marijuana. In its original form, Ordinance No. 2607 made recreational marijuana possession illegal – whether it was grown, distributed or used in public. As updated, Ordinance No. 2607 states only up to three ounces of recreational marijuana can be used and growing marijuana plants require permits and authorization from the Missouri Department of Health and Senior Services. In total, there are seven different sections within the updated ordinance. All sections cover city of Richmond updates on adult possession, illegal possession, sales to persons under the age of 21, illegal growing of marijuana, penalties, public smoking restrictions, possession of the specific property, possession of drug paraphernalia and transit offenses.
