Richmond City Council made it official Tuesday night, unanimously appointing Scott Bagley as chief of police - an interim role he has filled for the past 11 months. “He has done a fantastic job and has done his promotions within the department. Scott is an 18-year veteran of Richmond, and this is another good case on where we can promote within,” said Richmond Mayor Mike Wright. “We are pretty proud.” The appointment was made by city Ordinance No. 23-26. Section I - The council approved the mayoral appointment of Bagley as chief of police according to Section 200.020 of the city code. Section II - That the council finds that such an appointment complies with Section 200.005, or in the alternative, that said requirement is hereby waived for this appointment.
