Former director of RSVP program gets five years in prison

Jennifer J. Rugg, of Richmond, was sentenced to five years for a felony count of Stealing by Deceit on Nov. 5 in Ray County Circuit Court. Rugg has begun serving 120 days at the Women’s Eastern Reception & Diagnostic Correctional facility in Vandalia.
Rugg, the former director of the Retired Senior Volunteer Program (RSVP), operated by Ray County Fellowship Center, pled guilty in June to falsely receiving state unemployment benefits while employed at Ray County Fellowship in 2006. Part of the felony plea agreement is that she pays full restitution to the state in the amount of $3,045.
Rugg recently completed a four-month federal prison sentence in Pekin, Ill. In those charges, she pled guilty to stealing over $55,000 in federal funds from the Retired Senior Volunteer Program and charging $34,270 in personal expenses to credit card accounts belonging to Ray County Fellowship.
