Ethics complaint dismissed

The Missouri Ethics Commission has dismissed a complaint filed by the Missouri Republican Party against Barbara Lanning, a Democrat running for the District 36 House seat currently held by Republican incumbent Bob Nance.
In a July 26 letter to Lanning, Ethics Commission Executive Director Julie A. Allen said the commission ruled that charges that Lanning failed to file required financial reports or properly distribute surplus funds from her 2008 campaign committee were unsubstantiated.
“The investigation did not show reasonable grounds for a violation of Chapter 130, RSMo,” Allen’s letter said. Chapter 130 refers to the state statute governing campaign-finance disclosure. “The evidence showed that the surplus funds from a candidate committee in support of your 2008 candidacy were distributed properly to a candidate committee formed in 2009 with the local election authority and that the distribution was reported properly upon termination of the 2008 committee.”
Lanning provided a copy of the decision at the Richmond News’s request. The Ethics Commission confirmed the letter’s authenticity.
“The MoGOP and the Nance campaign should have known that school board candidates in Ray County are required to file their candidate committees and all quarterly reports at the County Clerk’s office,” Lanning said in a written comment. “It was their duty to know the law before making false accusations and filing an unsubstantiated complaint.
