Schools trying to comply with state AYP standards

The state requires all school districts to be assessed based on the results of testing in communication arts, math, the district’s attendance rate and graduation rate, to determine if they have made adequate yearly progress (AYP) toward meeting the academic testing standards and additional measures set.
The federal No Child Left Behind Act (NCLB) of 2002 requires all school districts and states to show that students are making AYP. The U.S. Dept. of Education (USED) required all states to adopt a uniform minimum cell size for each subgroup. The subgroups are: free/reduced lunch, IEP (Individualized Education Program), LEP (Limited English Proficient), and race. IEPs are most often used in conjunction with special services or for providing instructional services for a child with special needs. LEPs refer to students that do not speak English as their primary language and who speak, write, read and understand English less than “very well.” Missouri was required to adopt a minimum cell size of 30 for all subgroups beginning with the 2007-08 assessment data.
NCLB requires states to establish targets in the following ways:
• Annual Proficiency Target (APT): a target set for all students and student subgroups to meet in a progressive nature that would result in all students scoring at the proficient level on the state’s assessment by 2014. The APT targets are raised yearly, with the idea of all students in all subgroups reaching 100 percent proficiency in communication arts and math, attendance and graduation rate. The bar is raised substantially each year. The state target for comm. arts: 42.9,(2007), 51.0 (2008) and 59.2 (2009). Target for 2010 is 67.4, 75.5 (2011) , 83.7 (2012), 91.8 (2013) and 100.0 (2014). The state target (APT) in mathematics: 35.8 (2007), 45.0 (2008), 54.1 (2009), 63.3 (2010), 72.5 (2011), 81.7 (2012), 90.8 (2013) and 100.0 (2014).
As the APT is the target, each year schools are assessed to see if they’ve met Adequate Yearly Progress (AYP) toward APT.
• Attendance/Graduation Rates: the law requires schools, districts and states to meet an additional indicator based on improvement or established targets in these areas.
• Participation Rates: the law requires all students and student subgroups to meet a 95 percent participation rate.
Based on the results of these criteria, as of Sept. 21, county and surrounding area schools were scored as follows:
Cowgill - Met AYP in comm. arts, math and attendance for 2008 and 2009. (Grades 7-12 are sent to Polo and Braymer.) In comm. arts, Cowgill scored 33.3 (2008) and 37.5 (2009). State APT in math - 71.4 (2008) and 56.3 (2009). Attendance rate: 95.3 (2008), 97.2 (2009). As of 2008 records, 59.3 percent of students (16 of 25) qualified for the free/reduced lunch program. Average total teacher salary in state (2008) $45,027, Cowgill (2008) $29,286. Average administrator salary in state $80,208 (2008), Cowgill (2008) $43,792. Required Action for district: Title I No Sanctions.
Excelsior Springs – did not meet AYP in comm. arts or math in 2008 or 2009. Score - 42.8 (2008), 50.9 (2009). Met AYP in attendance. Did not meet AYP in 2008 graduation with 86.6 percent or in 2009 with 80.9. Met AYP in participation in 2008. Not met in 2009. Percent of students eligible for free/reduced lunch: 32.5 percent (898 of 2,848). Average total teacher salary (2008) $46,472. Average administrator salary (2008) $86,828 - above the $80,208 state average. Required Action for district: District Improvement Level 3, Corrective Action. (ESHS - Non Title I No Sanctions; ESMS - Non Title I School Improvement Year 2, Delayed; Elkhorn Elem. - Non Title I No Sanctions; Lewis Elem. and Westview Elem. - Title I No Sanctions).
Hardin-Central - Met AYP in comm. arts, math, attendance rate and graduation rate for 2008 and 2009. Students eligible for free/reduced lunch - 39 percent (82 of 220) in 2007 and 38.8 percent (78 of 211) in 2008. Average total teacher salary (2008) $37,694. Average administrator salary (2008) $63,733. Required Action for the district: Title I No Sanctions.
Lawson - Did not meet AYP in comm. arts (47.2) or math (55.1) in 2008, but did in 2009. Comm. arts 52.2 and math 54.3 in 2009. Met attendance rate and graduation rate in 2008 and 2009. Students eligible for free/reduced lunch in 2008: 19.8 percent (269 of 1,341). Average total teacher salary (2008) $44,126. Average administrator salary (2008) $75,670. Required Action for the district: Title I No Sanctions. (LHS and LMS are considered Non Title I No Sanctions. Southwest Elementary is under required action: School Improvement Level 1).
Lexington - Did not meet AYP in comm. arts, math or graduation rate in 2008. Did not meet AYP in comm. arts or math in 2009. Met AYP in attendance and graduation rate in 2009. Students scored 41.2 in comm. arts in 2008 (45.5 in 2009) and 45 in math in 2008 (42.9 in 2009). Students eligible for free/reduced lunch - 44.1 percent (410 of 951). Average total teacher salary (2008) $42,708. Average administrator salary (2008) $68,550. Required Action: District Improvement Level 2.
Norborne - Met AYP in all four areas in 2008. Met AYP in comm. arts, math and attendance in 2009, but not in graduation. Students scored 48.5 percent in comm. arts and 47.3 percent in math in 2008, and 64.1 in comm. arts. and 50.5 in math in 2009. Students eligible for free/reduced lunch in 2008: 41.5 percent (85 of 206) scored 35 on comm. arts in 2008 and 50 in 2009. IEP students scored 22.2 in comm. arts in 2008 and 33.3 in 2009. Math scores were 37.8 in 2008 and 45.2 in 2009. IEP students scored 37.5 on math in 2008 and 16.7 in 2009. Required Action: Title I No Sanctions.
Orrick - Did not meet AYP in comm. arts (39 percent) in 2008, or math (43.8), but did meet attendance and graduation for the year. Did not meet AYP in comm. arts (41.9) or math(39) in 2009, but did meet AYP in attendance and graduation. Students eligible for free/reduced lunch in 2008: 31.6 percent (135 of 427) and scored 23.7 in comm. arts (2008) and 26.7 (2009) and 29.2 in math (2008) and 22.4 (2009). IEP students scored 16.1 in comm. arts. and 16.7 in math (2008), and 14.8 in comm. arts and 14.3 in math (2009). There were no LEP students. Average total teacher salary (2008) $38,958. Average administrator salary (2008) $77,552. Required Action: District Improvement Level 2 (OHS and Orrick Elementary: School Improvement Level 1)
Polo - Met AYP in comm. arts, attendance and graduation, but did not meet AYP in math in 2008. Did not meet AYP in comm. arts or math in 2009, but did meet goal in attendance and graduation. Comm. arts scores were 47.5 (2008) and 44.3 (2009). Did not meet AYP in any of the three subgroups. Students eligible for free/reduced lunch (2008) 37.3 percent (135 of 399). These students scored 35.8 in comm. arts (2008) and 36.5 (2009). Math: 29 (2008), 29.1 (2009). IEP students scored 16.7 (2008) and 13 (2009) in comm. arts and 15.4 (2008) and 19 (2009) in math. There were no LEP students. Average total teacher salary (2008) $36,281. Average administrator salary (2008) $79,339. Richmond - Did not meet AYP in comm. arts or math in 2008 or 2009. Met AYP goals both years in attendance and graduation rate. Comm. arts scores: 40.7 (2008) and 40.7 (2009). Wellington-Napoleon - Did not meet AYP in comm. arts in 2008, but met in all other areas. Did not meet AYP in math in 2009, but did meet goal in all other three categories. Comm. arts scores: 52 (2008) and 63 (2009). Math: 58.7 (2008) and 67 (2009). Met goals for four of four subgroups in 2008, and three of four subgroups in 2009. Students eligible for free/reduced lunch: 29 percent (126 of 447). Scores for these students in comm. arts: 31.3 (2008) and 52.2 (2009); math: 45.9 (2008) and 56.5 (2009).
