House Bill 132 passage changes laws on liquor sales

On July 2, Governor Jay Nixon approved House Bill 132 that will change the laws regarding the sale of liquor in the state. At least one Richmond resident is happy with that decision, and helped pave the way for its approval.
Among the various provisions in the bill, sponsored by Democrats Joe and Jeff Roorda, it repeals the provision restricting a liquor licensee’s employee with a felony conviction unrelated to the manufacture or sale of alcohol from directly participating in retail sales.
Shelly Dickey of Richmond traveled to Jefferson City along with Rep. Bob Nance and BP owners John and Beth Letzig earlier this year to speak to the assembly about repealing the provision.
Dickey works at BP Amoco in Richmond and, due to a felony conviction earlier in her life, was passed over for a management promotion because she could not sell liquor.
Passage of the new bill will mean Dickey, and others who have rehabilitated their lives, may have more job opportunities in the service and hospitality industry.
Dickey is currently taking college classes and looks forward to benefits such as increased wages and benefits, new and greater responsibilities and a better life for her and her family.
